UGC Approval Required for Universities to offer open, Distance Education Courses

UGC has amended the existing rules for offering distance education courses and published it in gazette notification

Prior approval from the University Grants Commission (UGC) is now mandatory for universities to offer open and distance education courses.

“Universities may offer courses in open and distance education mode, with the approval of the Commission, provided it fulfills all the conditions prescribed under the rules relating to open and distance learning mode notified by the UGC, by whatever name called be known from time to time,” the commission said.

The amendments to the existing rules were approved in the 562nd meeting of the Commission held on 28 October and were published in the Gazette of India on 18 November.

As per the previous rules, universities were permitted to offer open and distance education programs without prior approval of the commission, provided they “fulfilled all the conditions prescribed under the rules, by whatever name called, open and distance education mode as notified by the UGC from time to time.

The principal regulations were published in the Gazette of India in February, 2018.
