Issue Pending Degrees: According to a letter issued on Saturday from Lok Bhavan, government universities in Bihar have been instructed to distribute pending degrees to students who have completed their courses. This task is to be carried out in ‘mission mode’.
In a letter addressed to the Vice-Chancellors of all universities, Deepak Kumar Singh, Additional Chief Secretary to the Governor, stated that this matter is a cause for serious concern, as delays in awarding degrees adversely affect students’ opportunities for higher education, job prospects, and career advancement.
All Universities are Directed to Distribute Pending Degrees to Students
The letter stated, “It has been observed that a large number of complaints received at Lok Bhavan relate to the non-issuance and pendency of degrees for students who have completed their courses. All universities are directed to distribute pending degrees to students who have completed their courses and to launch a special campaign in ‘mission mode’ to clear the backlog of pending degrees.”

It further added that all universities have been instructed to accord the highest priority to the printing and distribution of degrees. According to the letter, “This information is to be submitted via email in Excel format by July 1, 2026. The data must cover the period from 2010 to 2024, with separate details for undergraduate (UG) and postgraduate (PG) courses.”
