Bihar Special University Act: Faculty members of JD Women’s College, Patna, staged a protest march against the proposal to affiliate their college with Mata Sita Women’s University and demanded the repeal of the Bihar Special Universities Act, 2026. The teachers argued that the proposed changes could affect their existing service conditions and expressed their desire for the college to remain affiliated with Patliputra University.

According to PTI, the protest march began at JD Women’s College and was scheduled to conclude at Lok Bhawan, where faculty members intended to submit their demands. However, the police detained several protesters midway, citing concerns regarding potential law-and-order issues and traffic congestion.

Patna Sub-Divisional Magistrate Kritika Mishra stated that prior to the detentions, the administration had spent hours trying to persuade the protesters to present their demands through the appropriate channels. She added that the situation is under control and officials are ascertaining the number of individuals detained.

Why are JD Women’s College teachers opposing the proposed affiliation?

Faculty members clarified that their opposition is not directed at Mata Sita Women’s University itself, but rather at the proposal to detach their college from Patliputra University and affiliate it with the new university.

Meenu Gupta, a faculty member in the Botany Department at JD Women’s College, stated that the teachers want the college to continue functioning under Patliputra University. She emphasized that any alteration to the affiliation structure must ensure the protection of their existing service and employment conditions.

The protesters have demanded the repeal of the Bihar Special Universities Act, 2026, arguing that the proposed restructuring could adversely affect their current professional employment terms. Which colleges are affiliated with Mata Sita Women’s University?

Under the proposed framework, women’s colleges in Patna, excluding those affiliated with Patna University, will be brought under Mata Sita Women’s University. This Bihar government initiative comes after the Cabinet approved the university framework under the ‘Bihar Special University Act, 2026’. This proposed arrangement will alter the affiliation structure for several women’s colleges in the state capital.

This move has sparked concerns among faculty members regarding the impact of the proposed restructuring on their current employment terms and the administrative frameworks governing their institutions.

Teachers allege police behaved badly during the protest

The protest also raised questions regarding police action against faculty members. Purnima Singh from the Political Science Department alleged that police personnel mistreated female teachers while detaining the protesters.

Singh stated that the faculty members had planned a peaceful march to Lok Bhawan to present their demands to the authorities.

However, the administration cited potential public disorder and traffic disruption as reasons to halt the march. Sub-Divisional Magistrate Kritika Mishra stated that officials had tried to persuade the protesters to present their grievances at the appropriate forum before taking any action.

Allegations of police misconduct and the administration’s clarification have brought to light the controversy surrounding the handling of the protest, alongside the faculty members’ objections to the proposed affiliation changes.
