According to officials, the University Grants Commission (UGC) has declared at least 54 state private universities as defaulters. This is because these universities failed to provide the required information under Section 13 of the UGC Act, 1956, and also failed to publish the information publicly on their websites.

After repeated reminders through emails and online meetings, when the universities still did not take any action, the UGC instructed them to submit detailed information and supporting documents, certified by the Registrar, for inspection.

UGC Secretary Manish Joshi stated, “They were also instructed to upload the completed form and annexures on their website with a link on their homepage, so that the information is easily accessible to students and the general public. Even after this, they were reminded several times through emails and online meetings.”

As per the guidelines on public self-disclosure, higher education institutions are required to maintain a functional website to provide information to stakeholders. The guidelines state, “The information on the website should be easily accessible to all, without any requirement for registration or login.  Additionally, there should be a ‘search’ facility for easy navigation.”

Madhya Pradesh had the highest number of defaulting universities, with 10 such institutions, followed by Gujarat, Sikkim, and Uttarakhand with eight, five, and four such universities, respectively.

The UGC has released a list of defaulting universities and warned them to take corrective measures immediately. According to UGC officials, further, stricter action may be taken if these institutions continue to disregard the directives.
