NMC: Admission to MBBS Under PwBD Quota Cannot be Denied Solely due to a Temporary Disability Certificate or UDID Card

Under the revised rules, candidates whose disability is categorised as 'progressive', 'non-progressive' (stable), or 'unlikely to improve' will not be denied admission simply because their UDID card or disability certificate is temporary.

Delhi: The National Medical Commission (NMC) has stated that candidates cannot be denied admission to the MBBS course under the PwBD (Persons with Benchmark Disabilities) quota merely because they hold a temporary disability certificate or a Unique Disability Identity (UDID) card. However, the Commission clarified that Medical Assessment Boards (MABs) will continue to examine their disability status before they are declared eligible for counselling.

On Wednesday, while issuing an addendum to the “Guidelines for Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to MBBS Course, 2026,” the NMC stated that this change was made to ensure the guidelines are interpreted in accordance with the ‘Rights of Persons with Disabilities Act, 2016’, the ‘2024 Rules’, and the ‘2025 Office Memorandum issued by the Department of Empowerment of Persons with Disabilities’.

Under the revised rules, candidates whose disability is categorised as ‘progressive’, ‘non-progressive’ (stable), or ‘unlikely to improve’ will not be denied admission simply because their UDID card or disability certificate is temporary. However, authorised MABs will continue to assess their disability status before a certificate of eligibility is issued. Candidates holding temporary UDID cards whose disability is recorded in the “likely to improve” category will undergo a reassessment before their eligibility is determined.
