NEET PG Updates: Expressing concern over widespread seat blocking in postgraduate medical admissions, the Supreme Court has made disclosure of fees by all private colleges and deemed universities for NEET PG before counselling. A bench of Justices J.B. Pardiwala and R. Mahadevan said the evil practice of seat blocking distorts the actual availability of seats, promotes inequity among candidates and often makes the process driven by chance rather than merit.
“Seat blocking is not just an isolated wrongdoing – it reflects deeper systemic flaws rooted in fragmented governance, lack of transparency and weak policy enforcement. While regulatory bodies have introduced disincentives and technological controls, the core challenges of coordination, real-time visibility and uniform enforcement have not been addressed,” the bench’s April 29 order said.
“Achieving a truly fair and efficient system will require more than policy changes; it requires structural coordination, technological modernisation and strong regulatory accountability at both the state and central levels,” the judgment said.
It is mandated that all colleges, private and recognized universities disclose pre-counselling fees, including detailed information on tuition, hostel, caution deposits, and miscellaneous charges. Furthermore, a centralized fee regulation framework should be established under the National Medical Commission,” it stated.
The bench additionally directed the authorities to implement heavy penalties for seat blocking, which may include the forfeiture of security deposits, disqualification from future NEET-PG examinations, and the blacklisting of non-compliant colleges.
